commets date Informations modify

Hello again,
how can i change the date informations of the Blog comments?

In the moment it will shows something like this:
“Nov 16, 2016 @ 17:15 pm” or “Jul 5, 2011 @ 8:08 am”
but it should show this format:
“16. Nov. 2016 @ 17:15” or “5. Jul. 2011 @ 8:08”

I have already chance the WordPress-General-Settings to this date format i would have, but it dont work. (d. M Y | H:i ) When i chance this settings nothing happend.

I need a proposal for solution that works with Multilanguage (Loco Translate / Polylang) too.
So it should show the English Date Format when EN-Site is activated and the German Date Format when the German-Site is activated.

Can you help me?
