Edited Links to Start A Project Don't Work

Help! 🙂

Need help with an issue in the theme. I have edited the Start A Project Links and they work, but only if you are already signed into an account. If you are signed out or not logged into an account, the links do nothing except refresh the page.

This is a disadvantage, since new visitors to the site are probably not already setup with an account or registered. What I expected to happen was, if the user is not signed into an account that the link would force the user to register or sign into their account, but instead it simply just refreshes the page that you are on.
But, if you sign into your account, it works like it should and takes you to the Submit A Project Page.

Need help, since new visitors will not know that they need to be signed in or they may think there is an issue with the site.
