Member profile pic problem

I’m having a weird ‘bug’..

Users can’t upload an avatar from the front end themselves, yet if I go to their user profile in the back end and change the ‘logo’ it will change it for them.

They have no problem changing their cover image though 😮
VC user roles are all good, I just can’t work this out.. I’m not using any plug-ins for avatars (I have tried to see if I could just bypass this bug, but nothing)
