No ‘change background’ option available under theme options – instructions says that there should be

I went through the instructions page and found that I should be able to change the site’s background by going to the ‘Theme Options’ > ‘Colours’. But there’s nothing in there relating to the background. I need to change it as it looks dull in plain white – but the CSS refers to a custom-background. Where can I change it please>
