Registration Admin

Hi,

I would like to know how I could have a “registration” admin to be able to access and accept incoming registrations without the ability to edit users profile and permissions. I have tried to do this by list_users, but cannot access the users without the edit_users permission. There is a large security issue it seems due to the ability to assign anyone of my members’ other roles, such as website admin (custom administrator level), etc. I am using User Role Editor plugin.
