silence is golden how can i edited the index page

Hi I am having trouble working out how to access the index.php page on my site
when i open it, i get silence is golden (i believe it is a security measure) but i was having trouble finding some divs and others when i inspect and goto source it says its in the index but i cant access it. thanks
