User permissions

So no matter how many places I check or options I disable users are still able to comment on posts. I understand this is a change for clan wars but this is a critical function for almost every site. I’ve tried:
Using the ‘role manager’ inside of visual composer. (not really a role manager)
Using 3 different external role manager plugins. None of them are able to make changes to the user roles because the theme is overriding them constantly.
Where is this code in the theme to remove this horrible functionality? I’m not using the clan wars options so thats not an issue.
