Admin User Profile Image Nor Working

Hi
Cannot get an image into my profile (admin) Have your latest download and reloaded img file in case something was missing but nothing fixes. Have deactivated all plugins, tried independent plugins to install image but only get empty image frame with a small logo in top left corner.

Can you assist please.
