How do i call the register for this site section from another page via a link

I can only find the href “#myModalR” which when I try to use as a link (www.example.co.uk/my ModalR) does not bring up the registration page.
I’m trying to link other pages with hyperlinks to the registration section as it gets lost by users when they scroll down a page and some are missing the top right button on the home page.
I tried a plugin but again it is still asking for a href to link to..
