Activation Email Failure + Toolbar

I can’t figure out how to eliminate the WordPress toolbar at the top of the front end. I have done the following:

– Theme Options -> General Settings -> Admin Toolbar -> toggle set to “off”

The toolbar still appears at the top of the page, though, regardless if I am logged in, or logged off.

The biggest problem I have right now is that new users who register on the frontend form receive an activation email whose link doesn’t work. Clicking the link in the email takes new users to a page that prompts them to enter a valid activation key, with an error message along the top that says the activation key is invalid. I have no idea what the problem could be.
