Getting News Ticker to read the content from a file/db

As of right now, the news ticker on the top needs its data to be filled manually from inside the Settings.

Is there a way to get the content of the ticker from a file or from the database? I’m fine with keeping the syntax as-is. I just need a way to automate the updates to the news ticker.
