Lost Passwork broken when Registration is disabled

The “Lost Password”/”Forgot Password” page redirects back the the homepage, when “Anyone can register” is disabled. It works properly when “Anyone can Register” is enabled again.

In that process it also looks like the “Resend activation email” button is broken. (it looks like it’s not doing anything, or at least not sending the email (email system works as the original email is send properly)).
