Theme propagation => plugins and widgets

If I make a change to a theme, then add a widget, the changes haven’t been included. Is there any guide or can you suggest a best practice for this? Can you let me know the names and directories of these files, if they need to be updated manually? Thanks.

PS – I’m not asking you to do modifications, just the directories, locations and relationships between files in case I do it.
