Unable to Use Page Builder?

I tried using the Page Builder and it says to drag and drop the desired block into the space. When I try to, the text is removed (instructions) and the white space left over won’t accept the blocks. They simply slide back into the left menu.

I’ve tried dropping the block everywhere on the page and nothing. What’s happening here?
