Payment Gateway setup with Memberships

Hello,

I know I can setup whatever payment gateway I choose. I was wondering – can I can set it up where, to create a Clan, a membership monthly payment must be established? Perhaps a way to tell if a member is a paying customer, then allows to create a clan. Is there anyway I can set that up?
