Give Tournament Creation Access to a Specific Profile

I can see that we have the option to remove access for Tournament Creation on Arcane menu, but is there an option to give access to Tournament Creation to an specific User Profile?

I want to create a “Host Partner” profile who can have access to create tournaments, but not the gamers.
