Nav Bar disable parent menu link for mobile devices

Is their a way to make it so the parent menu links will be disabled for mobile devices. The problem is on mobile devices if you try to navigate to a sub menu it will take you to the parent menu link. I believe by default boot strap stops this from happening, but in this theme it is not like that. I’m not sure how to go about this. I am using a child theme.

Total opposite of what I am trying to do.
