Importing Page Builder Blocks

Is there a proper way to add blocks to the page builder or is the best way to add them to the blocks folder?

I am looking just to do a slightly altered contact form that will let me remove the “$emailTo = of_get_option(‘contact_email’);” in favor of specifying a specific email so that I can have different contact forms go to different people. Obviously customization doesn’t come with my purchase so I am working at this but I am wandering if you can tell me how to add the block once I have created it.
