Parse error: syntax error, unexpected 'default' (T_DEFAULT) functions.php

I’m receiving this error when attempting to install the theme. I have confirmed the theme is installed correctly and that everything is working correctly with the wordpress install itself and the actual hosting.

Line 1 contains nothing but “<?php” (without the “”). I’ve tried changing the <?php lines to <? in case short is enabled on the host but nothing I do works.

How do I fix this issue I needed the site up yesterday and the theme appears to be completely unresponsive to any troubleshooting so far.
