How to make specific user able to create a clan page (team)

Hi! I would like to know how to make specific user able to create a clan page (team). I would like only a special group of person to be able to register a team and when the other users who cant create a clan click on the “create clan” button… They are redirected to a page to explain why this person can’t do it and how to change the account status and be able to do one. (said simple i just want it to open a page for 2 specific type of users.

I know the question is kind of blurry but i hope you can help me with this!

(and if this question enter in the “mod” category i understand you cant help. Please just tell me where i can find the files to change that and i will check by myself)
