Problems installing theme

When I activate the Orizon theme I get “500 – Internal server error.”
The theme “sort of works” after that, but it looks broken by default. When we try making changes (like updating the plugins as recommended), it requests an update to the WP database and then after that we get “You do not have sufficient permissions to access this page” error whenever we attempt to access the dashboard.

This is a new installation of WP from scratch, we have attempted multiple installs but the theme seems to be bugged.

This is hosted on GoDaddy on a Windows host.
