PayPal / WePay Issue need HELP!

Paypal is not working and there is no clear examples of PayPal Developer on how to set it up. PayPal and WePay is giving a rejection notice when I click fund project.

Can you guys give an example on how you set it up via snap shot etc….. Something. need a visual. Just mark out your personal sign in stuff so we all can see the setup. I have no clue on how to get and where to get an PayPal Application ID after creating a app at https://developer.paypal.com/developer/applications/. Is it the client ID that needs to be put into the field for wordpress backend. And how do we know it the app been approved?
