Best method to import Users from previous install of WP

Dear Support and other members,

Could you please let me know what is the easiest and the best method to import the WP registered users from the older setup of WordPress site. I do not mean the oldest versions of WP what I mean is just a few months old WP where we had a lot of users registered.

SInce we have now moved on to Arcane and we wanted to start from scratch to keep WP clean from the plugins clutter we did not just installed a theme on old site but a fresh install.

Now we gotta do user migration and am a bit confused on how to go about it.
Anyone ever did this?
