Adjusting Placement of the Featured Image

So I was attempting to change the placement of the featured images on some of our pages but I am unable to so using CSS. I think its because there is already an !important tag on the element. First image is what the page looks like all the way scrolled up. The second image is after scrolling down a little. I’d like to adjust the image so when you are all the way scrolled up it sits directly in between the menu and the news ticker.
