Add Pagination to blog / Double Name

Hello,

i want to add a pagination (1,2,3,4,…) to my news blog, because I want to show the actual top 4 newest news, but there should be the oportunity for my readers to “switch” the page to see some older news.

It should be right below the news.

And second:
At the start page of my website, the title shows the name of my website twice, like “example.de example.de”. On other pages it’s shown correctly like “Title of arctile | example.de”.

How could I solve that?
