Admin communication with all users?

Is there a way to communicate with users even if they arent friends? If this isnt an option, can it be? As the site admin, I find that I need to communicate with the random people that join our site (in the general community sense, not in the Clan sense). Is theer a way to limit people joining, say by requiring an pass key to join?
