Can't login & registered button is missing

Hi guys,

There is already a few days, I decided to put back(to hand) to zero the site.
I thus deleted(eliminated) everything.
But during the reinstallation I had some problems.

First of all,
1) I do not manage to connect with my logs. It redirects me towards a blank page with only marked: Blocked (Try with any logs it’s doing the same)
2) The button Register is missing… And I do not manage to add him(it)…
3) In spite of numerous reinstallation it does not solve the problem.
4) Impossible to update WordPress at the same time…
