Change CSS Background Inline Style Sheet #2

Ok, so I want to change the background of the website and the way it acts aKa change the css code. I found that the background css code is placed in <Inline style sheet #2> so where is the location that I can change it and make sure that it is placed on every new page that i make (since it is a inline document I assume it is copied onto several files?).

Anyways, to summ it up. My question is where can I find this place (<Inline style sheet #2>) to edit the css code/background of the website since the theme options does not give me enough options.
