Change Pre-approved chain payment to split payment

Hi, My client will like me to change the pre-approved chain payment to a simple split parallel payments without any pre-approval. That is, the payment goes straight into the campaign holder and admins account in respects of the admin percentage fee without pre-approval. Please I need help with this and advice whether this is compliance with PayPal
