Comment Plugins Issue

I have been trying to utilize comment plugins, the most important one being this one: https://wordpress.org/plugins/comment-attachment/

All of the plugins I’ve tested work on every other theme I’ve tested but this one. This leads me to believe that the WordPress hooks are not getting pulled as they should be. Can we try to figure out what is going on with comment forms that is causing issues with these types of plugins?

Details: Although some plugins use Javascript and WordPress hooks differently none of them update the comment forms correctly (from what I can tell). The backend is stripped of anything other than the basic textbox even if the comment form loads the other inputs. For some, such as the one above it doesn’t even load the input to the form correctly.
