Error in Line 91

I am trying to complete our site but am running into an error with the News Block categories. I read some other topics on here and did what was suggested, but they did not work. Here is the error:

Warning: Invalid arguement supplied for foreach() in [file location – redacted for public] on line 91

I tried setting a few of my own categories, published a few posts (all set to private currently) and still nothing. Any ideas? Thanks for the help.
