Fatal Error in Wepay and curl_error: 35 SSL connect error in Paypal

Hi Team!
I like your theme a lot!!! I had a problem couldn’t figure out a couple days now would like to ask for your help.

On my Paypal set up it say:
curl_error: 35
SSL connect error

And on my Wepay say:
