flexible funding in "collect fundings"

Hi everybody,
even if we switched on: ‘ENABLE COLLECT FUNDINGS’ in the Theme Barracks panel,
we find in the page of the projects this message:
“This project will only be funded if at least €xxxx is raised by 06/30/2015”

We actually need to set up a flexible funding one.
Could you tell me why?
