Nav Menu Drag n Drop Problem

Hello, tried to find a similar topic but cannot see any search function.

My problem is when I try to re-order a menu item to a new location.

Normally what should happen is the menu item/box shoudl attach to my mouse cursor and drag to where I want to place it in its new order.

Two main problems occur here:
1. The actual box representing what I drag gets placed like 500 pixels above my cursur but still inline with the horizontal cords.
2. The dotted outline box where i am trying to place the item is where my cursor is but it will not let me move from a submenu placement to a root menu placement.

This problem does not occur if I am using another theme or if I use edge browser.
Only is an issue on chrome unless it is a different theme.
