problem when log in or not

Hi i have a lil problems:
1) when project owner not “log in” – in the home page show a lot projects even the admin deleted all the project , and leave only one project. only if “log in” everything in home page is fine – only one project show like suppost to be. you can see pic 3 (show without log in), pic 4 show after log in. so why still show all the projects even i deleted all of them when nobady log in?
2) another problem with the same issue “when “log in” or not”.
when log in stack picks show fine .. you can see pic 1.
when not login the stack picks is not show the project.. ( you can see pic 2)
