Some Questions: Limit of donations; How to disable project Creator.

i have some doubts:

1. How i can limit the amount that each person can donate, i’m getting block by the law of my country, because i need to limit the amount of each donation to $1000,00. There is a way how to do that ?

2. Another question is in my business rules, in the first moment i can`t open to everyone to create project. I need they contract our service and then we create for them they project, one more time is about the law of my country.
