user roles

I know there are a lot of topics about default user role being contributor and allowing people to post pages. Well my problem is there is NO option for the contributor to post anything. I also tried making them an author and there is still no option. When I change the theme, the toolbar up top then appears and allows them to post to create new posts and media. So the fault is somewhere within blackfyre
