Adding the standard headline block to all blocks of the page

Hi,

just added the latest forum posts and a announcement on our homepage with “page builder” – unfortunately i don’t find a way, how i can add a headline like it it shown in most of the other blocks.
As you can see, the news block below has this headline block, with icon, text and the image in the background. Currently i use the “page builder” Headline for “Wichtig!!” and “latest forum posts” – but to have a common look, it would be better to have it like in the other blocks.
How can i add this?
