Child theme issue with 1.8.3

I have edited main.css in child theme as follows:

line 202: /* IGL – Change top padding to 0px*/
.page-template-default .normal-page{
padding-top:0px;
}

Just this and with 1.8.2 i had no issues but with 1.8.3 just because i have main.css in child theme the tournament back ground won’t display the dot.png image screen in from of it (see image)

I tested by uploading unmodified main.css from 1.8.3 in to child theme same issue so seems like 1.8.3 does not like child theme.

But I would like to mention that changes made to main.css in child theme do work but it removes the dot screen as u can see in Image.
