Collecting funds

I am testing the collecting funds button. Yesterday it worked and today when we went to collect funds (as yesterday too) when the button is pressed nothing comes up to tell the project owner that the funds are in progress to collect…( it just keeps rolloing and goes back to the project page) about 2 hours later it showed up in pay pal. Today the project owner tried to collect funds about 4 hours ago and still nothing hapened. Is there supposed to be a a big time delay for when they press the funding button to when pay pay disperses funds?
