Mobile view flashes constantly, unreadable

I have disabled all plugins, and tried all views.  Ipad mini works fine, laptop on chrome and firefox, same with computer works fine.  But when I go to the site via my phone (SG3) via boat browser + stock browser.  It flashes white on and off and the resolution looks horrible, as in it hasnt honed in on the site and just doesnt want to work. 

Usually I understand its a plugin issue, but i disabled all plugins ( I only have 10 – 5 active), none related to mobile.
