No theme menu

Hey,

I was using 1.6 for a long time but recently decided to update to 2.4.1 on a copy of my page.
So I made a clone, instaled newes version and… I can find theme editor. The one where you have general settings, seo, logo etc. I cant find update option too… reinstaling theme doesnt seem to work. I copied the link to theme option from original page and when I paste it to the new one it shows me I dont have acces. Whats going on?
