Paypal application permissions

I’m getting an error every time I try to test out the paypal feature to fund a project. The error: “Fatal error: Uncaught exception ‘Exception’ with message ‘Preapproval failed: User is not allowed to perform this action'”

I contacted Paypal and they mentioned that I need to get in touch with the developer that created the ‘website/shopping cart’ and ask them what permissions the paypal application needs.
