Still have tmp director error and demo is not loading anything

Please check ebelong.com/contest you will notice tmp directory error however http://ebelong.com/contest/phpinfo.php shows correct path.i.e.
D:\Hosting\2958599\html\tmp

Issue #2 is demo data is not loaded into the blog at all still shows success message.
