Toggle bug and possibility to change thousand seperator?

When i’m signed in with a contributor account the toggles in the page builder doesn’t seem to work; they don’t open and close with clicks.

I’m also curious how to change the thousand seperator to “.” instead of “,”, and the decimal seperator opposite.
