Unable to Change user roles so that all roles can create teams.

I have been trying for quite some time now to make it so that all of my users can create a team however i have not been successful in doing so. i don’t want to require people to have multiple accounts if they want to be an author on the site and a gamer, i have tried 3 different user role editors now and none of them seemed to have helped. Only Gamer and Administrator are the only roles that can create a team and i really need some help here. ontop of that why does all the team pages default layout come in spanish? While havign a friend test out the team page creation the default theme page has everything in spanish which is funny/weird to me.
